New Commission Meeting Standards - New Auditor



The Foster County Commissioners met on Tuesday, December 16, 2014 at 8:30 a.m. in the Foster County Courthouse in Carrington, North Dakota.  The newly elected commission chairman, Bill Bauer, announced standards which he wants the commission meetings to follow under his chairmanship.  He specifically mentioned the following standards: A person must be on the agenda to speak at a meeting.  There will be no bashing during the meetings, and no outbursts will be allowed.   Issues must be personal to the speaker, and no hearsay statements about others will be allowed.  Criminal issues should be reported to law enforcement, not to the commissioners meetings.  Complaints about a commissioner should be addressed through the recall process, or speak to that commissioner personally.  Complaints about a hired employee should be addressed to the person's supervisor, not to the commission.  Bauer emphasized that the commissioners have a lot of business to cover during the meetings and a lot of decisions to make.

After the minutes from past meetings were read and signed, Chairman Bauer introduced Casey Cables as the newly elected auditor of Foster County and officially gave her the oath of office.  The commissioners welcomed Casey aboard, and Bauer said he looked forward to working with her and her assistant, Heather Martin.

Overall the meeting went very well - other than an outburst from Dean Tracy who was escorted from the meeting for not following the standards announced by Chairman Bauer.

At the end of the meeting, after a lot of county business was taken care of and all the bills were paid, Commissioner Les Greger turned in his resignation from his official capacity as commissioner of Foster County.

Holiday Train Performs for Huge Carrington Crowd



Quite a crowd turned out to see the Canadian Pacific Holiday Train arrive in Carrington.  Santa made an appearance, much to the delight of the small children, and even though it was COLD, the children didn't seem to mind. 

Not only were the performances great by Kira Isabella and Home Free, but it was impressive to see the generous donation to the local Carrington Food Pantry - $3,500!  Since the program first launched in 1999, it has raised $7.4 million and 3 million pounds of food for local communities.

Foster County Press Conference - Part 2



Foster County (North Dakota) State's Attorney Paul Murphy and Commission Chairman Bill Bauer answered submitted questions from the news media regarding the state of Foster County after five officials resigned from their jobs. 

Murphy and Bauer both kept a positive attitude, basically telling us to not dwell on the past, but to "move forward" and apply ourselves toward creating a good future for Foster County.

Foster County Commission Chairman, Bill Bauer, and State's Attorney, Paul Murphy, called a press conference to give more information relating to the recent resignations of five Foster County officials.  Members from the following news media were present: Valley News Live - Jamestown Sun - WDAZ TV - Foster County Independent and CarringtonNews.com. 

Basically, Murphy and Bauer professed to not really knowing why anyone resigned.  They emphasized that we don't need to concentrate on that.  We need to "move forward" and work with all the positive elements that are available to us now and in the future.

ABOUT THE FOSTER COUNTY RESIGNATIONS:


Most likely these Foster County resignations are part of a scripted plan by soundly-defeated Auditor Risovi as payback to the voters for solidly rejecting her in the November 4th election (2 to 1). Her confidants at the Courthouse are the ones who are resigning. One may speculate that the resignations are Risovi's planned punishment for all the voters of Foster County. One could also speculate that these resignations were a direct result of Paul Straley being defeated and no longer having control over the Foster County government. Therefore, the perks and privileges that these "public servants" enjoyed under the Straley/Risovi administration will soon be coming to an end under the new chairman, Bill Bauer. In other words, the Straley/Risovi party at the Foster County Courthouse is now over.

Another reason for quitting may have been that Bill Bauer would require them to come before the commission on a regular basis and answer his questions, as well as the questions of the citizens themselves. He had announced that he would like to have regular meetings of the department heads and employees so the Foster County community could see how their taxes were being used. This idea was obviously revolting to this Risovi group.

Lastly, Risovi blames the resignations on a hostile work environment which apparently is the opinion of those who resigned. It's easy to see that these "public servants," when held accountable by the taxpayers, can't stand the scrutiny. Risovi and this group believe that being held accountable is analagous to being in a hostile work environment. Good-bye and goodluck to all of them. We hope they try their luck in the private sector and see how well they fare with these attitudes.

Once it is thoroughly realized that the Bill Bauer administration intends to hold every single County employee accountable to the taxpayers, we speculate there will be other vacancies to fill.

Commissioner Bauer Fines Dean Tracy for Contempt



Ex-Auditor Teresa Risovi and her buddies continue to cause turmoil for the county commission. Dean Tracy, the administrator of the website that Teresa moderates, came to the December 2nd commissioners meeting to obviously cause trouble for the new commissioner chairman, Bill Bauer.  Risovi and Tracy didn't like the fact that Bauer wanted to hire a full-time Emergency Manager for the county, thereby eliminating Risovi's part-time position.  Tracy did his best to distract and interfere with the meeting.  (Take a look at the above video clip and see what you think.)

There's been some controversy as to whether there was a vote to fine Dean Tracy $5 for being in contempt. Here is the video taken from my angle, which does not show the negative gesture made by Tracy to Bill Bauer - a gesture which the DakTel video shows. (Sorry for the blur-out by Dean Tracy attempting to grab my camera. He did that several times while Bill Bauer was reprimanding him.)

Obviously, the commission voted to fine Tracy in contempt. You can hear Greger voting no and Carr voting yes with a second from Bill Bauer. However, it's hard to hear because of Tracy's disruptive behavior at the time of voting. The Commission could have voted to penalize Tracy with up to 24 hours in jail, but gave him a $5 penalty instead.

Personally speaking, I think the commission should have punished his contemptible behavior with 24 hours in jail.  Not only did Tracy keep messing with my camera while I was filming (as you can see in the above video), but he also followed me when I got up to get away from him.  While I was standing and continuing to film, Tracy placed his body right next to me and slyly bumped me again and again, trying to intimidate me and interfere with my filming.  I kept taking small steps to the left to get away from him touching me.  A repulsive man - who knew exactly what he was doing.  

Even though Tracy did his best to destroy the meeting, I think Bill Bauer handled the situation well.  He clearly stated some of his goals for straightening out the problems taking place at the Foster County Courthouse.  He wants to have regular meetings of the department heads and employees so everyone knows what is expected of them. Also, as he was talking, he freely admitted when he didn't understand something.  One of the most informative times for me was when Bill asked Heather Martin, the Deputy Auditor, to explain each bill before he signed it.  That would be a great thing to do at every commissioners meeting so the public can actually hear about the things for which our taxes pay.

Here is the statute from the North Dakota Century Code which Foster County Commissioner Bill Bauer is following to preserve order at their meetings:
ND Century Code 11-11-10. Power of board to preserve order – Fines – Collection:-- The board of county commissioners has power to preserve order when sitting as a board and may punish contempts by fines of not more than five dollars or by imprisonment in the county jail for not more than twenty-four hours. The board may enforce obedience to its orders by attachment or other compulsory process, and when fines are assessed by it, they may be collected before any district judge having jurisdiction, and, within ten days after they are collected, must be paid into the treasury of the county to be added to the state school fund.

Risovi tells Foster County, ND, Commission, "NONE OF YOUR BUSINESS!!"


The audacity of Foster County Auditor Teresa Risovi is overwhelming!   Apparently she fails to understand the Foster County voters have rejected her two to one and want her to leave. Yet, she stays defiantly on, milking the system for money, while at the same time refusing to do her work. 

Risovi walked out of the commissioners ongoing meeting twice today, leaving them without someone to take notes and record an official vote.

Notice in this video clip how absolutely rude Risovi is to Commissioner Carr when he requests a personal timetable from her so the County can plan future business.

Notice her glare and her tone as she says, NONE OF YOUR BUSINESS! Also, when Commissioner Carr asks Risovi if she is moving, she states loudly again, NONE OF YOUR BUSINESS!"

In this case, since Risovi's house has gone under contract since the election and she appears to be packing, Commissioner Carr had every right to be concerned and to question her about moving, since a county official has to live in the county that they represent.

However, Auditor Risovi seems to think she is still in command of the commissioners meetings as she was when Commissioner Paul Straley was there to protect her. However, without Straley to speak for her, Risovi is having to speak for herself and is showing the community what she is really like.

One can understand why Risovi was asked to resign or be terminated from several of her last jobs. None of that was on her resume, of course, so Foster County is having to suffer from not doing a background check on her. Hopefully, when the new commission officially takes over, this kind of oversight will not take place in the future.

In the meantime, how can the commissioners be expected to work with an auditor with an obvious multiple personality disorder?

Do We Need Protection from Risovi and Her Buddies?


Although Teresa Risovi has been voted out of office, we have learned from her past, and from her actions as auditor, that we may still need to protect ourselves and Foster County from her and her special buddies who don't care whom they hurt with their lies.  Risovi is still officially auditor till April 1, 2015... unless she resigns.  Over 1,000 voters in Foster County are hoping that she will leave peacefully and immediately.

Travis Carr gave me permission to post the following statement on my website.  It is his perspective of what has been happening in the past year due to Auditor Risovi's and Chairman Straley's accusations and actions.

One day last Fall my world basically got rocked when I visited the Foster County Courthouse and I was informed that there was a big investigation the day before...

I was told the County auditor of around 30 years had resigned and my dad was being named as an accomplice in a case involving missing money. Something to the tune of $13,000 or so. The person that called and got the ND Bureau of Criminal Investigation involved was someone I had paid very little attention to when people I knew were talking about "shady dealings" about her appointment to the Emergency Manager job she was originally hired for under much controversy. (Teresa Risovi)

My dad has done a lot for many people in the community and honestly, would not need to steal money.

A forensic Audit was done by Eide Bailey along with a thorough investigation by the ND BCI and guess what...NO MISSING MONEY. Basically the money they thought was missing was actually a misunderstanding with the FEMA directors(Teresa Risovi) perception of how the split between the Federal and county have an obligation to split the funds.

Again let me say, no money missing.
Several charges were dismissed on my dad but there are two felony charges remaining dealing with two things:
- An elderly lady made a payment agreement with the auditors office and got to stay in her house.
- And the missing money.

The two things above:
The charge is not about whether or not it was handled properly but the charge is called "conspiracy to commit misapplication of public funds."

It is not even about whether Roger was right or wrong to let an elderly lady keep her house by making payments instead of selling off her house to the highest bidder, it is about whether Roger Schotman and Jim Carr Conspired(worked together) to do that.

The second charge was about the original accusation of $13,000 of missing money.

Eide Bailey did a forensic audit and the money was never missing, just the original accuser attempting to further her agenda. Why wasn't it dropped???? It is my opinion that they may lose "probable cause" on the whole investigation if they dropped this particular charge. No money missing.

Lately my wife and I got more involved when she claimed ND Game and Fish license money missing and was turning it over to the ND BCI when she has little understanding of how Game and Fish licensing works. It was especially troubling when we realized we hadn't been billed by the auditors office(like what normally happened by a visit from the auditor every few months) since Teresa had taken office in the auditor position.

We did the right thing and paid what our record keeping showed we owed and turned in our sold licenses. A fairly straight forward procedure when records are kept.

That night we received a nasty facebook post aimed in our direction insinuating that Dry Dock Sports was stealing the money that was "missing".

Well, long story short we have been gathering information ever since, we started sharing the details the last few days and her very small group of followers have been trashing us once again. IT is to the point where my wife is worried for the safety of our children and herself. It is amazing that the small amount of people on her side get a pass to say and do as they want(I.E. Carringtontruth.com) but we are "bullies". WTF.

Teresa Risovi has left a trail of destruction and hard feelings behind her everywhere she has worked. It is amazing the amount of her former coworkers and others that have been scarred by her in the past have come forward to us offering help, support and encouragement. Many of these people cannot talk due there fear of her vengeance(which has proven significant).

This whole fiasco has taken a tremendous amount of time away from far more important things such as running business, harvesting, raising our kids, and many other things all because of two people and their agenda.

Luckily they both will most likely be voted out this Tuesday.

Just my little rant for tonight since we didn't have time to scan more documents corroborating a very mentally disturbed person's past.

Ted Keller - I still remember back a year ago this November my wife Judy, waking me up to tell me that Jimmy and Roger were arrested. We were in Phoenix at the time. I couldn't believe it. I couldn't believe it because I know Jimmy would never take a penny from the people. Later I read, one of the charges was helping a person keep their home from being sold for taxes. It just so happens when Jimmy and Roger helped this person there were two people that wanted to steal/buy this lady's home for taxes. They contacted "Pauley" AKA Chairman Paul Straley and true to form, he got the BCI on the job going after Jimmy and Roger. The names of those two people are in the records of the proceedings.

The election results show that the Foster County voters have given a resounding rejection of the "Risovi/Straley Team." According to the ND Century Code, you may be able to survive and leech money from the taxpayers till April 1, 2015.

We, and over-1000 taxpayers of Foster County who voted against you, ask you to do the right thing and resign immediately. This would allow Casey Cables to assume office and work with your assistant, Heather Martin, to try to remedy the damage you've done.

Do the right thing for once, and RESIGN.

BANKRUPT AUDITOR?


ENOUGH!! Ms. Risovi/Dietrich/Calkins, your past is now in view for all to see - in spite of all your efforts to keep it secret.

It has now been revealed officially that Risovi filed for bankruptcy in late August of 2008, under the last names of Dietrich and Calkins.  She failed to reveal this important fact when she applied to be Emergency Manager and later when she applied to become Foster County Auditor. (Remember how Straley insisted that Risovi was "the right person for the job" - without doing a background check.)

The auditor of a county is the CFO of the county.  When one exams Risovi's  bankruptcy it's easy to see it was filed because she just didn't want to pay her bills.  She wasn't unemployed, didn't rack up bills from an uninsured illness or pay off the debts from a previous marriage as she has falsely claimed.

Risovi revealed that she didn't think it was important to disclose her bankruptcy to the commission or the taxpayers because she knew Foster County didn't do background checks.  Spoken like the true sociopath that Risovi is... If you don't check my background, that's your (in this case the Foster County taxpayers) problem.  

Risovi's bankruptcy shows someone that wrote bad checks and bankrupted on her dentist, car repair shop, tax preparer and her local grocery store.

Risovi's recent bankruptcy would preclude her from getting a job as a teller in a bank, work at the post office or any place where record keeping and money come in contact.
  
What $6 million plus corporation would knowingly employ a bankrupt, bad check writer to handle their finances and be their CFO? There are none.  

If Risovi's  bankrupcty alone would disqualify from holding a position of trust in the private sector, as well as every other government sector, why is she qualified to be the Auditor of Foster County?

Lastly, the real question is... Would you trust her with YOUR checkbook to pay YOUR bills when she didn't pay her own?

Risovi has made numerous unproven allegations about her opponent's lack of experience.  All of Risovi's experience economically in financial matters is absolutely the worst!  Apparently, Risovi never learned the old adage that one who lives in a glass house should not throw stones.

Letter to SOS Jaeger - Please Help Foster County!

Dear Mr. Jaeger,

I'm wondering if you are keeping up with the extraordinary performance of the auditor of Foster County, Teresa Risovi.

I'm curious to know if you have seen the above post from the web site that Auditor Risovi moderates: CarringtonTruth.com. 

Auditor Risovi used to tell the Foster County community that she spoke to you personally on practically a daily basis.  However, after Doug Zink called you  to challenge her pronouncement and found out that she had not spoken to you (at a time when she said she had), she changed her pronouncements to "the SOS office."  Has she ever spoken to you personally?  And, do you continually tell her what a great job she is doing, as she continually tells us?

If one goes by the North Dakota Century code, Auditor Risovi committed three misdemeanors and one felony during the Primary election - regarding her mismanagement of the absentee ballots.  It has yet to be explained how two absentee ballots got into the ballot box, ballots without applications for absentee voting so signatures could be compared, ballots of voters who were not even listed in the official absentee poll book.  The Election Board rejected those two ballots, but Auditor Risovi convinced the Canvassing Board to accept the two ballots, due to the voters' "intent."  Did the BCI ever ask the two voters how their ballots got into the ballot box?  Is there a public record of the BCI's investigation of this issue?  If so, I would like to have a copy.

Do you know that during the Primary, the absentee votes were not protected and were taken from building to building across town without proper sealing and any kind of protection from tampering - other than Auditor Risovi's word that she did everything properly.  Marlene Boyer, a well-respected member of Foster County who has been on the Foster County Election Board for many years, will tell you a different story - as she witnessed Ms. Risovi's actions that night.  It's interesting that Auditor Risovi did not invite Mrs. Boyer to be on the Election Board for the November election - a fact that many community members are concerned about because of the trust they have in Mrs. Boyer and the lack of trust that they have in Ms. Risovi.

I've been told that several people have notified you of the extreme election problems that are taking place in Foster County and that you prefer to stay away from our concerns about the auditor.  One community member is circulating a petition, asking for your help with the November 10 election - hoping that you will send someone here to oversee the absentee and regular vote counting.  Many of us are hoping that you will do this.

Question:  Can the Auditor refuse to let news media set up a camera inside the polling place?

Question:  Can news media film the counting of the absentee ballots and the actual vote count?

ANOTHER TANTRUM? Risovi Throws Your Absentee Ballots All over the Courthouse Floor



One continues to shake one's head with wonder at the things that go on in the Foster County Auditor's office.

In this video... which was filmed on the steps of the Foster County Courthouse after today's commissioners meeting... Bill Bauer is explaining what happened when he went to the Auditor's office to inquire about the security of the absentee ballots which are being received by Risovi every day.

As you know, Bill Bauer is a well-respected member of Foster County and was the top vote-getter for commissioner during the June Primary. Because of Risovi's mismanagement of the Primary absentee ballots, Bauer was properly concerned and asking that the ballot box in Risovi's office be sealed for better security.

Believe it or not, Auditor Risovi was so incensed by Bauer's request that she picked up the ballot box, tipped it over and literally threw all the voters' ballots down on the floor! Foster County sheriff, Mike Tufte, was there to witness Risovi's childish temper-tantrum and her disrespect for the voters' ballots.

Obviously, Bill Bauer takes his position seriously as a potential commissioner for Foster County. You can imagine how he felt when Risovi threw the voters' ballots on the floor.

However, since the ND Century Code says the county auditor is in charge of elections, Risovi has full control of the absentee ballots - even though she is on the ballot, herself, running against a contender for her own office. Doesn't seem right, does it, especially when you have an auditor who has questionable ethics.

Is Auditor Risovi To Be Trusted with Absentee Ballots?



ATTENTION FOSTER COUNTY VOTERS:

The only way you can be assured that your vote will count in the November 4th election is to vote at the polls IN PERSON. As we have documented, Auditor Risovi is not to be trusted with absentee ballots. 

Here is a reminder of her ADMITTED violations of the North Dakota Century Code in the June 10th, primary election -- all done by Auditor Risovi - all regarding absentee ballots:

Count 1. Class A Misdemeanor NDCC 16.1-07-14.
• Risovi mailed out two absentee ballots in violation of NDCC 16.1-07-08. The applications for these absentee ballots did not have the required signatures. When asked about this, “I made a mistake.”

Count 2. Class A Misdemeanor NDCC 16.1-07-14.
• Risovi mailed out 10 to 100 absentee ballots without the required secrecy envelopes in violation of NDCC 16.1-07-08(2). No one knows how many votes this affected or how many voters were disaffected not to vote.

Count 3. Class A Misdemeanor NDCC 16.1-07-14.
• Risovi voted at the canvass board to accept two absentee votes that failed to have the required signature on the absentee voter application in violation of NDCC 16.1-07-12, which requires the application signature match the signature on the affidavit. How can a signature that doesn’t exist be compared or matched?  


These votes were illegally counted at the first meeting of the canvas board. After an inquiry by the Secretary of State the canvassing board reconvened and voted to not count the illegal votes.


Let's us not forget that Risovi lied to the first canvassing board that she could not find any law in the Century Code covering the signing of the absentee ballot application.

Count 4. Class C Felony
• After the first canvass board met and finalized the canvass of the vote, Risovi prepared and filed with the Secretary of State a false canvass of the vote. She knew it was false because she knew that the two illegal absentee votes were counted in the canvass total.  After the recount it was discovered that there were three hundred extra votes blamed on “computer error.”

Filing a false canvas of the vote is covered by ND Century Code:
16.1-01-12(1)m. Willfully make any false canvass of votes, or make, sign, publish, or deliver any false return of an election, knowing the same to be false, or willfully deface, destroy, or conceal any statement or certificate entrusted to the individual's ororganization's care.

NOTE: To this day, it has not been explained how the two "illegal" absentee ballots got into the ballot box. Who put them there?  Also, it has not been explained why Risovi has not been prosecuted for breaking the above election laws.

RISOVI DISCOVERS THE CENTURY CODE!


As a person who has been a victim of false general allegations from Foster County Auditor Risovi, I find it interesting that she has finally discovered the ND Century Code. However, as we would expect from her incompetence, she's quoting it incorrectly in the October 13, 2014 issue of The Independent to attempt to infringe upon voters' rights. Criticizing someone who has a Risovi sign in one's yard, or telling that person you don't plan on doing business with them because they have a Risovi sign in their yard, is illegal ACCORDING TO RISOVI LAW. Really?!!

Now, let’s examine some ADMITTED violations of the North Dakota Century Code in the June 10th, primary election -- all done by Auditor Risovi.

This is a list of her ADMITTED violations of election laws:

Count 1. Class A Misdemeanor NDCC 16.1-07-14.
• Risovi mailed out two absentee ballots in violation of NDCC 16.1-07-08. The applications for these absentee ballots did not have the required signatures. When asked about this, “I made a mistake.”

Count 2. Class A Misdemeanor NDCC 16.1-07-14.
• Risovi mailed out 10 to 100 absentee ballots without the required secrecy envelopes in violation of NDCC 16.1-07-08(2). No one knows how many votes this affected or how many voters were disaffected not to vote.

• After the first canvass board met and finalized the canvass of the vote, Risovi prepared and filed with the Secretary of State a false canvass of the vote. She knew it was false because she knew that the two illegal absentee votes were counted in the canvass total.
After the recount it was discovered that there were three hundred extra votes blamed on “computer error.”

Filing a false canvas of the vote is covered by ND Century Code:
16.1-01-12(1)m. Willfully make any false canvass of votes, or make, sign, publish, or deliver any false return of an election, knowing the same to be false, or willfully deface, destroy, or conceal any statement or certificate entrusted to the individual's organization's care.

Just look at all the admitted violations of election law by Risovi. THIS PERSON IS THE LAST TO GIVE A LEGAL OPINION. Does anyone really trust this person with an election? Call States Attorney Paul Murphy and ask him why Risovi has not been charged with just the violations listed here. She admitted to each of these violations and it's a matter of record.

Owner of CarringtonNews.com Requests an Opinion from ND Attorney General Stenehjem


CarringtonNews.com is requesting an opinion from ND Attorney General Stenehjem regarding Foster County Commission Chairman Paul Straley's behavior. Is Straley violating Foster County citizens' 1st Amendment rights by not allowing them to speak at the public commission meetings?

This video contains clips from the Foster County Commissioners meeting which took place on October 7, 2014, showing that Straley refused to allow several citizens to speak at the meeting.

When State's Attorney Paul Murphy suggested that Straley should give citizens time to speak, Straley retaliated verbally and referred to the "general public" in a rather insulting way...as if they were beneath him.

In fact, Chairman Straley would not allow Hope Carr to continue with her report about the "missing" Game & Fish funds, even though both Commissioners Carr and Greger motioned that she be allowed to speak.

By his actions and his speech, it is obvious that Chairman Straley has no respect for the Foster County State's Attorney, the other commissioners, the citizens of Foster County, or the Constitution of the United States.

So, Attorney General Stenehjem, what does a county do with a dictatorial government official such as this?

Re:  Denial of Equal Access to Public County Commission Meetings
        Foster County, North Dakota

Dear Sir:

                I am a resident of Carrington, North Dakota in the county of Foster.  I own and manage a web site called CarringtonNews.com with an affiliated site on Facebook.  I have over 1,500 subscribers, many of whom would like to have your opinion regarding Foster County Commission Chairman Paul Straley's denial of equal access to the Foster County Commission meetings.

Questions:

·         Does a commission chairman have the right to deny citizens (with county business concerns) the right to be on the commission agenda without giving a reason for denial? 

·         Does a commission chairman have the right to refuse to hear a citizen (with county business concerns) if the other commissioners have moved to allow that person to speak during a public meeting?

·         Can a commission chairman pick and choose which citizens can address, question and speak before commission meetings, based upon his own political agenda?  In other words, can he allow some to speak and not allow others to speak - ones whom he knows disagree with him or question his opinions/statements/actions?

SA Murphy Sets Straley Straight

BACKGROUND:  During the last commissioners meeting on September 16, 2014, Hope Carr presented documented research  explaining where the Game & Fish money was that Auditor Risovi (because of her incompetence) claimed was missing.  Straley/Risovi without doing much investigation had turned the matter over to the BCI as if some criminal act was involved. 

Hope Carr called for the resignation of Auditor Risovi due to her inability to do her job, possible tampering with records, using inappropriate language, constant lying and slander. Chairman Straley had a deputy sheriff remove Hope from the meeting because he didn't like what she was saying.

CURRENT VIDEO:  Foster County State's Attorney Paul Murphy set Chairman Paul Straley straight about constitutional rights regarding the redress of grievances to a government entity.  He emphasized that Hope Carr had presented her research and concerns to the commission in an orderly fashion, and that Straley had no reason to threaten her with arrest.

In fact, SA Murphy told Chairman Straley that he was subjecting Foster County to monetary law suit damages by not allowing citizens to speak, by placing them under threat of arrest,  and by having the sheriff remove them from the commissioners meetings.  In his opinion, Straley is leading the county in the wrong direction by acting the way he does.

Chairman Straley, as usual, rejected everything that the State's Attorney had to say, and emphasized that he STRONGLY disagreed with him. He has to keep order, and the way to do that is to have the sheriff remove people like Hope Carr from the meetings, who in his opinion won't stop "ranting and raving."
